Can I toggle the Mac desktop dictionary to always be on?

No, there is no way (that I now of) to toggle on “always define”. However, if you hold down the ctrl+cmd+d (on the Mac desktop 小词典), and don’t release the keys it will continue to define words as you hover over them.
